R. 12780, to promote better protection and highest public use of lands of United States and adjacent lands and waters in northern Minnesota for production of forest products, development and extension of recreational uses, preservation of wild life, and other purposes not inconsistent therewith, and to protect more effectively streams and lakes dedicated to public use under terms and spirit of clause 2 of Webster-Ashburton treaty of 1842 between Great Britain and United States, and looking toward joint development of indispensable international recreational and economic assets.
