Rivers and harbors. Report [of board] on examination of harbors on Great Lakes and elsewhere in which whole or part of harbor is improved at local expense, with view to determining whether improvements so made by local authorities should be undertaken or maintained by Government and to establishing uniform rules in making harbor improvements.
