    Arbitration. Treaty signed by plenipotentiaries of United States and France Aug. 3, 1911, extending scope and obligation of policy of arbitration adopted in present arbitration treaty of Feb. 10, 1908, between the 2 countries, so as to exclude certain exceptions contained in that treaty and to provide means for peaceful solution of all questions of difference which it shall be found impossible in future to settle by diplomacy [with amendments; reported by Mr. Cullom from Committee on Foreign Relations].
