Letter calling attention to provisions of S. 4239 [to amend, revise, and codify laws relating to public printing and binding, etc.] and recommending that appropriations for support of Army, army schools, and Rifle-Practice [Promotion] Board be excepted from said provisions for fiscal year 1913.
