R. 1, requesting Secretary of State to confer with Austria, Italy, France, Spain, and Japan and ascertain if arrangements can not be made by which they will purchase their supplies of tobacco from bureau of tobacco industry, to be established by United States for purpose of providing and furnishing said Governments with their supplies of American tobacco.
