Hearing [Aug. 28-Sept. 11, 1913] under H. R. 154, authorizing Committee on District of Columbia to inquire into government of said District, and H. R. 200, authorizing payment of expenses of committee appointed by Committee on District of Columbia, or chairman thereof, to investigate and make inquiry into various departments of government in District, and into management and conduct of public-utility corporations doing business in said District.
