Trading with the enemy act, letters, etc., outside mails, regulations under trading with the enemy act, sec. 3 (c), approved Oct. 6, 1917, and Executive order (section 11) dated Oct. 12, 1917, relative to bringing into or taking out of United States letters, etc., except in regular course of mails.
