NOTE.—Up to 1923 there had been no reprint of the consular regulations since the publication of the edition of 1896, although in some instances the text had undergone modification as the result of statutory enactments and Executive orders. It became necessary for administrative purposes to reprint the consular regulations of 1896, as well as to provide a dependable digest of general instructions. The edition, which appeared in the Monthly catalogue for Jan. 1924, p. 402. is a reprint of the consular regulations of 1896, with the above-mentioned modifications in the text, and with accompanying notes, which latter are not to be considered as in anywise modifying the regulations themselves, but as explanatory and interpretative. The publication catalogued above is an exact reprint of the edition issued in 1923.
