Austria's debt to United States, message from President of United States transmitting report of Secretary of Treasury regarding action proposed to be taken by United States in respect of debt of Austria to this Government and recommending legislation necessary to enable United States to join with other relief creditors in permitting Austria to obtain additional capital for continuing its economic reconstruction.
