Notes:
Inability to earn support by manual labor is the sole basis of pension under section 2 of act of June 27, 1890, and where pension has been granted because of partial inability, any newly alleged cause of disability is but contributory. A claim based on such cause is a claim for straight increase, no matter how many declarations may have been filed, how many causes alleged, or how many attorneys employed.
