Each circular is designated by a letter and is published in a numbered series of separate pamphlets classified according to subject matter. Changes to Finance circulars are published in a single numerical series, applicable to all pamphlets, without regard to calendar year. When any portion of a numbered Finance circular has been embodied in a lettered circular, that portion of the numbered circular will be rescinded. Issued with perforations for insertion in binders.
