There is included a report of the technical committee on safety at sea to the subcommittee on Department of Commerce and merchant marine of Senate Committee on Commerce, which includes detailed rules and regulations for construction of ships, and the draft of n bill to amend existing laws so as to promote safety at sea by requiring the proper design, construction, maintenance, inspection, and operation of snips, to give effect to the convention for promoting safety of life at sea, 1929, and tor other purposes.
