Naval stations. Acquiring certain naval and air bases in exchange for certain over-age destroyers, message transmitting notes exchanged between British ambassador at Washington and Secretary of State under which this Government has acquired right to lease certain naval and air bases, also copy of opinion of Attorney General dated Aug. 27, 1940, regarding authority to consummate this arrangement.
