R. 6446 by substitute and agrees to Senate amendment of title of bill which reads: Act to provide for continuing payment of pay and allowances of personnel of Army, Navy, Marine Corps, and Coast Guard, including retired and reserve components thereof, Coast and Geodetic Survey and Public Health Service, and civilian employees of executive departments, independent establishments, and agencies, during periods of absence from post of duty, and for other purposes. The bill as here reported, contains a section making elective officers and Cabinet members ineligible for civil service retirement annuities, and a section providing for a new lock at St. Marys Falls Canal, Mich.]
