Report to the President by Emergency Board, appointed July 21, 1942, from National Railway Labor Panel pursuant to Executive order 9172 issued May 22, 1942, in furtherance of provisions of railway labor act, to investigate facts of disputes between certain common carriers by rail and certain of their employees respecting wage increases and vacations with pay, to endeaver to adjust disputes on basis of facts developed, and to make report thereon at earliest possible date.
