R. 5173, act to provide that excess of collections from Federal unemployment tax over employment security administrative expenses shall be used to establish and maintain a $200,000,000 reserve in Federal unemplovment account which will be available for advances to States, to provide that remainder of such excess shall be returned to States, and for other purposes.
