H.R. 4785, act to provide specific authority for Federal payments of employer's share of cost of retirement systems for civilian employees of National Guard and to extend authorty for withholding employee contributions to State retirement systems by permitting deductions of employees' contributions to State-sponsored plans providing retirement disability or death benefits.
