NOTE.—Originally published as appendix to Bulletin 1, 3, 5, and 7 of the Rolls and Library Bureau. Volume 1 contains a letter from Mr. Pinckney to the Secretary of State, Mr. Adams, and its accompanying draft of a Constitution, recently found in the State Department and restored to the papers of the Constitution. They are here printed, pages 309-321, to replace the copy of the draft made by-Mr. Adams' direction, noted by him as "Paper furnished by Mr. Pinckney," and tiled with the archives of the Constitution in 1819 which appeared in the first edition of this volume, pages 809-318.
